The Precept is that element of your Council Tax that is paid to Winster Parish Council.

Every year, the Parish Council draws up budgets and calculates how much money it needs for the next Financial Year. These are usually finalised at the January Full Council meeting and then submitted to Derbyshire Dales District Council, (DDDC) the billing authority. DDDC co-ordinates the other demands from Derbyshire County Council, the Fire and Police and themselves and come up with the rate to be paid from 1st April of that year.

Buildings & Land

The following buildings and areas of land are owned by the Parish Council.

Woodhouse Lane Play Area and Public Open Space situated at the northern end of Woodhouse Lane, Winster. Field Number 146 OS Map 1922 Edition, 3.108 acres containing play area, open space with orchard and wildlife pond. Conveyed to Winster Parish Council 25th October 1977 with covenant. Currently used for recreational purposes. Current value approximately £20,000.

Close of land known as Ashmore Pingle situated on north side of Winster Cemetery. Field Number 154 OS Map 1922 Edition. 1.0 acre of pasture. Conveyed to Winster Parish Council 18th September 1972 at a cost of £200.00 for the purposes of the Burials Acts 1952 to 1906. Currently let on licence for grass eating/mowing.

Winster Cemetery situated on north side of Water Lane. Part of Field Number 154 OS Map 1922 Edition. 0.142 acre of burial space. Conveyed to Winster Parish Council 18th September 1972 at a cost of £200.00 for the purposes of the Burials Acts 1952 to 1906, as part of above purchase. Currently used as cemetery.

Bank Top Common several parcels of open grass land spread over Winster Bank and Bank Top. Registered Common Land identified as CL66 in the Common Land Register administered by Derbyshire County Council. Under Custodianship of Winster Parish Council by virue of Section 9 Commons Registration Act 1966, repealed by section 45 of the Commons Act 2006. Amenity value only. Current use common land/recreation.

Close of land known as Westhills situated on north side of Pikehall Lane. Field Number 360 & 365 OS Map 1922 Edition. Awarded to the overseers of the parish 1764 Enclosure Award for the use of allotment. Current value approximately £50,000. Currently let on licence for grass eating/mowing.

Winster Playing Fields situated on Wensley Road. Field Number 193 OS Map 1922 Edition. 2.302 acres of land known as Upper Town End Close. Conveyed to Winster Parish Council 1st Decmber 1983 at a cost of £3,000. Leased to The Committee of Management of Wensley Road Playing Fields. Used for recreational and sporting use.

Main Street Bus Shelter situated on Main Street outside Winster Hall. Current value appoximately £3,400. Used as bus shelter.

Wensley Road Bus Shelter situated on eastern end of Leacroft Green. Purchased 1st June 2017 at a cost of £4,600. Used as bus shelter.

Public Toilets situated off East Bank. Conveyed to Winster Parish Council 1st April 2016. Land Registry DY472606. Current value approximately £50,000. Used as public toilets.

List of Current Contracts Awarded & Value of Content

At present, the Council has only one regular contractor and that is Property Services, Derbyshire County Council, who have been appointed to carry out Grounds Maintenance Works within the Parish.

This contractor was appointed for a one year period from April 2018. The value of the contract was £4,430.00.

The Parish Council recently awarded a contract to Thompson Tree Services (Midlands) Ltd to carryout tree works on council property, identified in the Tree Stock Report as Priority 2 works. The value of the contract is £1,915.00.

At a meeting held on 3rd September 2018, the council awarded a contract to A R Cooper Builders Ltd to carryout drystone wall repairs at various council owned properties throughout the parish. The value of the contract is £800.00.

At a meeting held on 3rd December 2019, the council awarded a contract to J A Hardy Ltd, Steel Fabrication, for the repair of handrail on the footpath between Lyndhurst and the former reservoir, West Bank. The value of the contract is £378.00
